In this work Mill broke away with his intellectual ancestors by making a distinction between the laws of production and distribution. The latter may be modified by institutions and governmental action. In this he 'touched hands' with Socialism, which his predecessors abhorred. Here he had hoped to do in the 19th C for political economy what Adam Smith did for it in the 18th C; but instead raised questions of such momentous import that since his time economic science has been in a state of chaos.
