No dust jacket. Reprinted from the rare first edition of 1885. Includes a new introduction by Joseph Henry Jackson for this edition. A classic on California's frontier government. Shinn, a native Californian, was an authority on mining law and he traces closely the evolution of laws and methods of government. He concentrates on California where "the demand for protection and justice was imperative, and established courts were few and remote" (Cowan). Adams notes that "although the author mentions Murieta only briefly, he deals at length with the lawlessness of the early California mines."
