Toulmin (1767-1823) emigrated from England first to Virginia, where he was president of Transylvania University from 1794-96. By 1796, he was secretary of state of Kentucky (1796-1804). In his later years he moved to Alabama and was one of the framers of its constitution, and a state legislator. First edition.
