(A look at the finances of the Reconstruction era govenment. The Treasurer calls attention to "the expenses of the... militia called out by... the Governor during the past summer'" as one of the "extrordinary expenses" burdening the State Treasury, and defends his validation of expense warrants despite their questioned constitutionality. Shortly after this, the Republican Governor , Holden, was impeached and removed from office.)
