Advocates a parliamentary resolution to the effect that there was no intention of denying the rights and privileges of the colonists, that conditions in the islands were known to have been improved and that the fullest investigations possible would be made before any measures affecting the planters’ interests might be adopted. Holds that the slaves would not work if freed and that properties would consequently fall into decay for lack of hands.
