Fuller bases his argument against the Anabaptists on Scripture and in particular the analogy of Jewish circumcision and Christian baptism, on the holiness conferred on infants at their birth, and on the constant practice of the Christian Church in all ages. He dismisses the Anabaptist objection that infants should not be baptised because they cannot repent and believe, and condemns the re-baptising of adults as ‘vain if not wicked, unneedful if not unlawful’. The title reflects the fact that Fuller is speaking on behalf of infants because they cannot speak for themselves (‘behold I cannot speak, for I am a child’ – Jer. 1:6). The last chapter, separately paginated, was preached as a sermon at Mercers Chapel 6th February 1652.Gibson says that the sermon Perfection and Peace, published by the same stationers in the same year, is often appended although ‘there does not seem to be any connexion’ between the two works and there is no bibliographical link.
